LOS ANGELES—As teachers in the nation’s second-largest school district prepare to strike starting Thursday, local leaders are taking steps to keep classrooms open with educational software and substitutes in what would be the biggest face-off yet in a nationwide run of educator activism.
There were more strikes by educators in 2018 than at any time in the past 25 years. Teachers in North Carolina, Arizona and West Virginia won average pay increases between 5% to 20% after walkouts that closed schools.
