Los Angeles has a massive shortage of new affordable housing construction — by one measure the county needs to build 500,000 more units — but that doesn’t mean no one is building.
One of the most active affordable developers, LINC Housing, has filed plans to add another supportive complex to its expanding portfolio.
The latest project calls for a 64-unit development in Watts, property records show. The site would replace a commercial building at 11408 S. Central Avenue. The property is located in a federally designated Opportunity Zone, which allows developers and investors to delay or reduce capital gains taxes in projects in distressed communities.
Last month, Long Beach-based LINC Housing partnered on a stalled project in Westlake-Historic Filipinotown, which also calls for 64 affordable units. That five-story project will also add 6,500 square feet of commercial space.
LINC is also working on a 100-unit project in Willowbrook and a 160-unit project in South L.A. In January, LINC partnered with National CORE for a 91-unit residential construction in San Pedro.
Despite the need for affordable housing throughout the city, development has slowed since voters approved Measure JJJ three years ago. It requires developers to increase worker wages and set aside a portion of units as affordable for projects that need zoning changes. Since Measure JJJ was enacted, developers have nearly stopped applying for zoning changes.
