In September 2017, developer Ellia Thompson filed plans to replace a collection of single-family homes at 3649-3657 Regal Place with a five-story edifice containing 28 residential units atop a 56-car parking garage. The project would provide four units of low-income housing in exchange for Transit-Oriented Communities incentives, replacing the four rent-stabilized dwellings that currently exist on the property.
Labyrinth Design Studio is designing the proposed development, which would feature stepped building heights that follow the contours of the surrounding hillside. Renderings portray a contemporary low-rise structure with earth-tone colors and a mix of gable and flat roofs.
The project is facing an appeal by neighboring homeowners, who list a wide array of objections including the scale and design of the proposed building and a perceived loss of neighborhood character. A staff report to the City Planning Commission recommends that the appeal should be denied.
