A plan to nearly double the amount of affordable units at a public housing complex in Montecito Heights is finally advancing after roughly four years in the pipeline.
The Los Angeles City Housing Authority (HACLA) submitted plans to build 185 affordable units on Florizel Street, according to documents filed with the planning department. Related Cos. is leading the development in conjunction with HACLA, according to previous reports.
The two entities entered into an agreement to revitalize the existing public housing project roughly four years ago. As of October 2018, the 5.3-acre project was undergoing an environmental review.
According to the latest filing, HACLA is requesting approval to demolish the 100-unit Rose Hill Courts to make way for the larger project. As it currently stands, the 1960s-built Rose Hill Courts spans 15 one- and two-story buildings at 4446 Florizel Street.
HACLA is seeking density bonuses in exchange for building low-income housing.
Construction is expected to take part in two phases, Urbanize previously reported. The first part would consist of two four-story apartment buildings, leasing office, parking and other amenities. The second phase would include building a series of two-story townhomes and flats.
The entire project is scheduled to open by 2025.
Representatives for HACLA and Related did not immediately respond to requests for comment.
Related is also working on a much more upscale development in Downtown Los Angeles. Designed by Frank Gehry, the $1 billion mixed-use development, named the Grand, will include more than 400 condos and apartments across a 39-story skyscraper.
